19/04/2023 (Agence Europe) – The draft report by Valérie Hayer (Renew Europe, French) and José Manuel Fernandes (EPP, Portuguese) on methods and procedures to make available three new own resources for the EU budget was adopted in the European Parliament plenary session on Wednesday 19 April (472 votes in favour, 122 against, 41 abstentions). It sets out the practical arrangements and measures pertaining to the control, monitoring and review of the first basket of three new additional own resources for the EU budget. These are based on the greenhouse gas Emissions Trading System, the Carbon Border Adjustment Mechanism and a national contribution to the budget that is calculated according to the share of residual profits of multinational enterprises that is then reallocated to Member States (‘Pillar 1’ of the OECD agreement) (see EUROPE 12859/3).
