European Commission forecasts budget surplus of €2.5 billion for 2022

On Wednesday 12 April, the European Commission adopted the draft amending budget no 2/2023 which aims to enter the surplus resulting from the implementation of the 2022 budget year into the 2023 EU budget.

The execution of the 2022 budget year shows a surplus of €2.5 billion, which will therefore be entered as revenue in the 2023 budget (it was €3.2 billion last year). The budgeting of the surplus from the year 2022 will reduce by the same amount (-2.5 billion) the total contribution of the EU Member States to the financing of the 2023 EU budget.

Member States’ contributions will also be influenced by the revised own resources forecasts that will be available after the meeting of the ‘Advisory Committee on Own Resources’ during the course of 2023. A subsequent draft amending budget will be presented for this purpose.

The combined net change in Title 1 (own resources) and Title 2 (surpluses, balances and adjustments) amounts to €2,077 million.

This positive difference is mainly due to a higher than expected amount of customs duties made available to the EU budget in the last months of 2022.
