On Thursday 2 March, MEPs on the European Parliament’s Committee on Transport took stock of the state of play in the inter-institutional negotiations (‘trilogues’) on the use of renewable and low-carbon fuels in maritime transport (‘FuelEU Maritime’) (see EUROPE 13047/10).
Three trilogues have taken place so far on the FuelEU Maritime dossier. On 16 February, during the last negotiation session, agreements were reached on shore power. The text is now aligned with the objectives of the future regulation on the deployment of alternative fuels infrastructure in the EU (‘AFIR’) (see EUROPE 13046/12). Agreement was also reached on the issue of the main rules for fuel certification.
However, important divisions remain on the issue of greenhouse gas emission intensity levels. “The Parliament wants a multiplier incentive mechanism, quotas and sub-quotas. But the Council is strongly opposed to the issue of sub-quotas”, commented the rapporteur on the dossier, Jörgen Warborn (EPP, Swedish).
In addition, the question of the re-use of funds from sanctions still needs to be discussed. On this point, the EU Council would like the money from the sanctions to be returned to the Member States’ budgets. The Parliament would like the money generated by the sanctions to be used for the greening of the transport sector. (Original version in French by Thomas Mangin)
