On Thursday 23 February, the European Commission adopted a delegated act to update its list of export controls on dual-use items. The 2021 Regulation strengthened the rules by including products related to cyber surveillance and emerging technologies (see EUROPE 12717/4).
The latest amendment allows for the addition of emerging technologies in the biological sector, such as marine toxins, which can be synthesised and used as biological weapons. Other more practical and administrative changes have also been made to the list, such as reference changes.
These additions follow the decision of the “Australia Group”, a multilateral export control regime of which the European Commission is a member. (Original version in French by Léa Marchal)
