Contours of electricity market reform advocated by ACER and CEER

21/02/2023 (Agence Europe)In mid-February, the Agency for the Cooperation of Energy Regulators (ACER) and the Council of European Energy Regulators (CEER) set out their vision for a reform of the European electricity market. In a joint paper, they respond to the European Commission’s questions in its specific public consultation (see EUROPE 13105/10), notably on ‘contracts for difference’ and the obligation for suppliers to offer fixed price contracts to consumers. The two European bodies also refer to several aspects that they consider to have a significant impact on the functioning of the electricity market, namely the adequacy of the minimum cross-zonal electricity capacity requirements, the importance of the integrated intraday and balancing market, the delays in key integration projects, the adjustment mechanism for the decrease of maximum clearing and bidding prices, and the legal framework for offshore wind power.
