European Court of Auditors criticises poor progress on accessibility of online public services in EU

The European Court of Auditors published a report on Tuesday 6 December in which it points out that a number of public services are still not accessible online everywhere, due to the fact that some Member States are still lagging behind in this area.

In its report, the Court of Auditors states that the European Commission should strengthen the framework for implementing the eGovernment Action Plan to encourage Member States to further develop digital government services.

In this respect, the report points out that the European Commission’s action plan could “barely” deliver results, since it only included “actions that the European Commission itself had to carry out” and Member States were “under no obligation to implement and adopt the eGovernment solutions developed by the Commission”.

The report also highlights that the progress of Member States in this area differs across the EU. However, the Court of Auditors states that “it is impossible to determine whether this progress is linked to the action plan or to other factors”, as none of the indicators used are “directly linked to the actions implemented under the action plan”.

This aspect of the problem, the Court of Auditors acknowledges, is likely to change in the short term as a result of the Roadmap ‘Path to the Digital Decade(see EUROPE 13012/9), which provides for a monitoring system requiring Member States to report on progress “in a timely manner”.
