Provisional agreement with EU Council over CO2 emissions for new cars and vans approved in European Parliament committee

On Thursday 1 December, members of the European Parliament’s Environment Committee validated (47 votes in favour, 30 against, 2 abstentions) the provisional political agreement reached by the Council of the EU and the European Parliament on 27 October (see EUROPE 13064/32) on stricter CO2 emission performance standards for new cars and vans.

As a reminder, the text sets CO2 emission reduction targets of 55% for new cars by 2030 and 50% for vans compared to 2021 levels. By 2035, this reduction target will be increased to 100%.

However, there are several exemptions, including for small-volume manufacturers producing 1,000 to 10,000 new cars or 1,000 to 22,000 vans in a calendar year. These will be granted a derogation until 2035. Manufacturers of less than 1,000 vehicles per year will also continue to be exempted.

The European Commission will publish a report by the end of 2025 to assess the progress that has been made towards zero-emission road mobility. Reports that follow the same methodology should then be published every 2 years. (Original version in French by Thomas Mangin)
