On Tuesday 8 November, the spokesperson of the European External Action Service called on the Montenegrin Parliament to urgently appoint members of the Constitutional Court.
On 1 November, the Montenegrin Parliament passed a law amending the prerogatives of the President of the Republic, which may be unconstitutional, causing concern to the EU (see EUROPE 13055/10) while the Constitutional Court is not fully functional.
“All political stakeholders must refrain from any action that could aggravate the institutional crisis and undermine the country’s democratic institutions,” the spokesperson said in a statement. According to the EU, actors should prioritise “building the consensus on the members of the Constitutional Court” and their “urgent” appointment in the next vote in Parliament on 22 November. “The full functionality of the Court is crucial to ensure the legitimacy of democratic elections, among other important issues,” the spokesperson said.
He stressed that, in order to continue to move the country forward on its European path, all political actors must support the functionality of the country’s democratic institutions and strengthen the rule of law. (Original version in French by Camille-Cerise Gessant)
