On Tuesday 8 November, the European Commission announced that it has signed the Agreement on Reforming Research Assessment, which aims to reform research assessment practices in order to focus on the quality and impact of research.
The agreement focuses on the evaluation of researchers, research projects, research units and even research organisations, but does not address the performance of research at national level.
The agreement takes up the principles and proposals of the Coalition for Advancing Research Assessment (CoARA). This coalition was established under the European Research Area (ERA) Agenda 2022–2024.
In addition, the European Commission has announced that it has endorsed the San Francisco Declaration on Research Assessment (DORA), which sets out a series of principles and possible initiatives to promote the assessment of research based on its impact, quality and intrinsic merits, rather than based on elements such as the use of publications that only take into account the bibliography or the reputation of the journal in which the article is published.
