On Wednesday 14 September, the Czech Presidency of the Council of the European Union submitted to the Member States a first draft compromise on the European Commission’s proposal to amend certain parts of the Renewable Energy Directives (RED II - 2018/2001), the energy performance of buildings (EPBD - 2010/31) and energy efficiency (2012/27).
Presented on 18 May, the Commission’s proposal is part of its plan to move the EU away from total dependence on Russian fossil fuels by 2027 (‘REPowerEU’ - see EUROPE 12955/4).
As this is a first draft compromise, the Czech document contains few changes to the original text.
In particular, it extends the period for Member States to identify suitable land and sea areas for the installation of renewable energy capacity that are necessary to meet their national contributions to the 2030 renewable energy target to two years (compared to one year in the Commission’s proposal) from the entry into force of the text.
The document also adds “the environmental sensitivity of the land and sea areas” to the list of factors to be taken into account when identifying such areas.
