MEPs call for more transparency in EU legislative procedures

The European Parliament approved, on Thursday 7 July, Tiemo Wölken’s own-initiative report on Better Regulation. According to them, the European legislative process can be improved to be more transparent and participatory. 

MEPs agree with the European Commission on the need to limit red tape when legislating. However, this does not mean limiting legislative work at the expense of a more sustainable Union, say MEPs. The European Parliament therefore calls on the Commission to make public its “one in, one out” calculation system. This approach consists of removing administrative burdens when new ones are added in order to reduce the burden on users (see EUROPE 12709/16, 12815/2).

The European Parliament also criticises the work and functioning of the Regulatory Scrutiny Board, which gives its opinion on Commission proposals. The transparency register should be made compulsory for committee members, say MEPs, as should meetings with various stakeholders. The Regulatory Scrutiny Board has recently been criticised for its two negative opinions on the Corporate Sustainability Due Diligence Directive (see EUROPE 12897/7).

MEPs also recall that any new law must be consistent with the climate law and must be based on a transparent impact assessment.
