European Parliament calls for a European framework for withholding tax

The European Parliament adopted the report by Pedro Marques (S&D, Portugal) calling for a European framework for withholding tax on Thursday 10 March by a large majority (625 votes in favour, 38 against and 28 abstentions).

The report recommends stopping profit-shifting practices, stepping up the fight against dividend arbitrage and removing barriers to cross-border investment in the single market.

We cannot allow financial resources to leave the EU without being taxed”, Mr Marques argued, regretting that €141 billion had been lost.

The recent tax scandals that have rocked Europe in recent years were raised in the plenary session. The report sets out measures to better combat tax fraud, while maintaining the free movement of capital within the EU.
