EU Member States adopt new CAP regulations

The three regulations that make up the Common Agricultural Policy (CAP) reform package were adopted on Monday 29 November by EU delegations in the Special Committee on Agriculture (SCA), following the green light given last week by MEPs (see EUROPE 12838/11).

The EU Council on 2 December will formally adopt (without debate) the basic legislation on the new CAP, which will enter into force on 1 January 2023. Signing of the legislative acts by the Presidents of the European Parliament and the Council of the EU will take place on the same day.

On 6 December, the basic legislation on the reformed CAP will be published in the Official Journal of the EU.

The following day, the Commission shall transmit to Parliament and the EU Council the most urgent delegated acts implementing the CAP. On 8 December, the ‘CAP Committee’ will meet for a written procedure vote on the urgent implementing acts.

The SCA will hold an extraordinary meeting on 10 December to approve the urgent delegated acts. It is expected that the urgent implementing acts will be adopted on 21 December and then, between 25 and 31 December, they should be published in the Official Journal of the EU.

In January 2022, the EU institutions are considering the adoption of non-urgent secondary legislation on the CAP.

EU Member States must submit their draft national strategic plans by the end of 2021. In 2022, the European Commission will have to assess and validate the national strategy plans of the 27 EU countries on the new CAP. (Original version in French by Lionel Changeur)
