On 1 October the European Commission invited interested parties to comment on commitments offered by T-Mobile CZ, CETIN, O2 CZ and their respective parent companies Deutsche Telekom and PPF to address competition concerns related to the network sharing agreements (NSAs) between T-Mobile CZ, O2 CZ and then Czech telecoms infrastructure provider CETIN, as well as the Mobile Network Services Agreement (MNSA) between O2 CZ and CETIN.
T-Mobile CZ, CETIN and O2 CZ offered the following commitments: - to modernise the mobile network through the deployment of multi-standard Radio Access Network equipment in certain radio frequency layers; - to define and review the financial conditions for unilateral deployments in order to establish cost-based prices for any investment or service provided by the operator responsible for the shared network in that part of the country on behalf of the other operator.
In October 2016, the European Commission opened a formal investigation into a network sharing agreement between O2 CZ and CETIN and T-Mobile CZ. In August 2019, the European Commission issued statements of objections (see EUROPE 12311/9) and in August this year adopted a preliminary assessment.
