28/09/2021 (Agence Europe) – Negotiations between national delegations on the Social Climate Fund are expected to start on 12 October, we are told. The talks will remain general at this EU Council working group meeting (see EUROPE 12786/22). Member States have questions about the Fund itself, including its impact on the 2021-2027 multiannual financial framework and on the EU’s own resources. An agreement on the Social Climate Fund can only be reached once an agreement has been reached on the extension of the ETS CO2 emission trading system to the road and building sectors (see EUROPE 12762/6), as the former will draw resources from the latter. On the European Parliament side, discussions are continuing on the division of competences between parliamentary committees and should be decided at the Conference of Committee Chairs on 4 October.
