Fit for 55’ package, Slovenian EU Council Presidency surveys Member States in view of next ‘Environment Council’

On Monday 20 September, the Slovenian Presidency of the Council of the European Union sent a document to the Member States in preparation for the next meeting of Environment Ministers (‘Environment Council’), which is set to discuss the ‘Fit for 55’ climate legislation package. 

The Slovenian document covers five proposals from the package presented by the European Commission on 14 July (see EUROPE 12762/1): (1) the revision of the Emissions Trading System (ETS); (2) the revision of the Effort Sharing Regulation (2018/842); (3) the revision of the Land Use, Land Use Change & Forestry Regulation (2018/841); (4) the revision of Regulation (2019/631) Setting CO2 Emission Performance Standards for New Passenger Cars and for New Light Commercial Vehicles (vans); (5) the establishment of a ‘Social Climate Fund’.

In view of the ‘Environment Council’ on 6 October, Ljubljana is asking Member States whether these five initiatives represent “a balanced policy mix” ensuring that the EU’s new climate objectives (see EUROPE 12750/27) are achieved “in a cost-effective manner”, as well as “a fair burden sharing between economic sectors, Member States and citizens”.

For the Presidency, Member States should therefore consider whether these initiatives, including the creation of a new ETS for road transport and buildings, provide “the appropriate synergies and incentives”.
