Transmission system operators criticise ACER’s assessment of gas network development plan

The European Network of Transmission System Operators for Gas (ENTSOG) issued a press release on Monday 10 May criticising the assessment of its latest Ten-Year Network Development Plan (TYNDP 2020) for the energy network by the Agency for the Cooperation of Energy Regulators (ACER).

ENTSOG regrets ACER’s apparent approach to use the TYNDP 2020 Opinion to support their assertion for shifting institutional roles and governance in favour of ACER” (in the context of the revision of the European Regulation on Trans-European Energy Networks - see EUROPE 12672/15, 12713/7), the statement said.

In this opinion (see EUROPE 12713/8), ACER considers that the TYNDP developed by ENTSOG has several shortcomings, in particular regarding the cost-benefit analysis (CBA) of energy projects, and is concerned about the risk of a lack of neutrality on the part of ENTSOG and ENTSOE (‘European Network of Transmission System Operators for Electricity’ - see EUROPE 12672/15).

ACER’s claim of lack of completeness and doubtful quality of the CBA performed by ENTSOG is unusual, given that ACER has participated in this methodology development process”, the ENTSOG press release said.
