Imminent launch of interinstitutional negotiations on health technology assessments

Negotiators from the European Parliament and the Council of the EU will hold their first interinstitutional meeting (trilogue) on the draft ‘HTA’ Regulation on health technology assessments very soon.

Discussions are still ongoing so that a date can finally be set. However, the MEP in charge of the dossier, Tiemo Wölken (S&D, Germany), told EUROPE on Monday 19 April that he expected a first trilogue to be held next week.

The decision to start interinstitutional negotiations was given the green light by Parliament’s Committee on the Environment, Public Health and Food Safety (ENVI) on Friday 16 April - with 71 votes in favour, 8 against and 1 abstention.

The vote was called after Member States finally reached a common position on the issue on 24 March (see EUROPE 12685/21). Parliament has been ready to negotiate since February 2019 (see EUROPE 12095/12).

With this draft ‘HTA’ Regulation, which was presented in January 2018 (see EUROPE 11951/6), the EU intends to find common ground to mutualise the clinical evaluations, currently conducted by the EU27, to determine the added value of a medicine or certain medical devices.
