14/10/2020 (Agence Europe) – Despite significant progress, the European Parliament and the EU Council were unable to finalise the inter-institutional negotiations on React-EU on Wednesday 14 October after the second negotiating meeting. “99.5%” of the text is reportedly subject to an agreement between the co-legislators, we are told, but the negotiations have been suspended by Parliament pending the outcome of the negotiations on the Multiannual Financial Framework and the Recovery Plan (see ’Budget/Economy’ article). As a reminder, React-EU is the initiative that extends the measures foreseen under the Coronavirus Response Investment Initiatives (CRII and CRII+) and is expected to be endowed with €47.5 billion.
