FinCEN files, Council of Europe calls on States to accede to Warsaw Convention and asks FATF to include new requirements

22/09/2020 (Agence Europe)Following the revelations linked to the FinCEN files analysed by the International Consortium of Investigative Journalists (ICIJ), Elżbieta Franków-Jaśkiewicz, president of the anti-money laundering body of the Council of Europe (MONEYVAL), and Ioannis Androulakis, President of the Conference of Parties to the Council of Europe’s “Warsaw Convention”, today issued a Joint Declaration calling on states to accede to and implement the Convention. Covering the laundering, tracing, seizure and confiscation of the proceeds of crime and terrorist financing, it is the only international treaty that makes it possible to stop suspicious transactions at the earliest possible stage. In addition, the Declaration calls on the Financial Action Task Force (FATF) - the international anti-money laundering body - to expand its 40 recommendations and include requirements for suspending suspicious transactions. (Original version in French by Véronique Leblanc)
