The Member States’ Ambassadors to the European Union (Coreper II) were once again unable to finalise the strategic guidelines in the fields of justice and home affairs on Wednesday 17 June.
The Ambassadors had failed last week on the formulation of migration policies (see EUROPE 12503/11) and the balance between the concepts of solidarity and responsibility.
They continued to oppose for the same reasons, one source said, even though the text does not go into details such as the relocation of migrants within the EU. But the principled positions of some have not changed, one source reported.
According to another source, the blockage is in fact linked to one country, in this case Poland.
The Croatian Presidency of the Council of the EU is expected to work with that country alone in the next few days to try to conclude this dossier before the end of June. The Permanent Representation of Poland to the EU was contacted but was unable to confirm this at the time of going to press. (Original version in French by Solenn Paulic)
