11/02/2020 (Agence Europe) – The High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, said on Tuesday 11 February that although defence is a national competence, "the Commission has a lot to contribute by supporting industrial cooperation, with the European Defence Fund (EDF), military mobility or, perhaps most importantly, the fight against hybrid threats". "All efforts [national and European, ed.] must be directed towards common defence policy objectives", he explained at the end of the first policy debate of the College of Commissioners on defence in Strasbourg. In this framework, the EDF should, in his view, provide essential incentives to encourage Member States to work on common projects on the basis of a strategic approach to the development of capabilities that meet the needs of European armies.
