11/02/2020 (Agence Europe) – “Member States are responsible for the implementation of sanctions adopted at EU level” against individuals who violate human rights and/or the rule of law in their countries, said High Representative of the Union for Foreign Affairs Josep Borrell on Tuesday 11 February during a debate in the European Parliament on the case of Venezuelan Vice-President Delcy Rodríguez, who stopped off at Madrid airport at the end of January whilst banned from entering the EU. Mr Borrell said that the European Commission was responsible for monitoring compliance with “asset freezes or arms embargoes”. But unless there is “a treaty change”, it cannot initiate infringement proceedings against Spain for non-compliance with EU sanctions against Venezuela, he added. (MB)
