Positive balance for Globalisation Adjustment Fund, according to a European Commission report

The success of the Globalisation Adjustment Fund continues, according to the latest European Commission report published on Monday 16 September: between 2017 and 2018, the fund was requested 13 times and mobilised €41 million for 13,000 beneficiaries.

In total, taking into account the requests made by Member States in 2016, the European Parliament and the EU Council adopted 15 decisions over this period to mobilise the Fund for a total of €45.5 million to help 14,517 workers who lost their jobs as a result of restructuring due to international competition.

The Fund was activated first in response to restructuring in the machinery and equipment sector, followed by retail trade and then air transport. These results are in addition to the rate of reintegration into the labour market of workers who have received aid from the fund, which, according to the report, is 60%.

The European Commission wants to modernise the text for the next multiannual financial framework. In its proposal, it has thus extended the scope of the Fund's interventions to workers affected by restructuring, not only because of competition from world trade, but also for other reasons such as automation, digitisation or the transition to a low-carbon economy. It has also reduced the threshold for triggering the Fund from 500 workers to 250 (see EUROPE 12030/15). The European Parliament and the EU Council are expected to start negotiations shortly (see EUROPE 12215/1).
