European Parliament committee will decide at beginning of September on fate of draft reports on post-2020 CAP

The coordinators of the political groups of the European Parliament's committee on agriculture are expected to decide at their next meeting on 4 September, on the follow-up to the three reports adopted in committee under the previous legislature on the post-2020 Common Agricultural Policy (CAP).

One thing seems certain: MEPs are not expected to restart work in committee from scratch, even if some, particularly from the Greens/EFA Group, would like to. "Most coordinators (after the July 23rd meeting) do not want to start over", says one source. 

The reports by Esther Herranz García (EPP, Spain) on the 'strategic plans', Eric Andrieu (S&D, France) on the common market organisation and Ulrike Müller (ALDE, Germany) on the 'horizontal regulation' should, if the European Parliament Conference of Presidents of political groups decides, be forwarded as they stand for a vote in plenary in the European Parliament (see EUROPE 12228/13).

The main uncertainties concern the date on which these reports will be put to the vote and the number of amendments that will accompany them.

The European Parliament agriculture committee may decide to present some of them on its behalf to adapt certain provisions. The Parliament’s environment committee, which has shared competence on some elements of the dossier, could also table compromise amendments before the text is sent for a vote in plenary.
