The European Commission published, during the week of 14 May, its quarterly update on trade defence activities during the first quarter of 2019.
Over the last three months, new definitive duties have been put in place following three investigations: one anti-dumping investigation on bicycles originating from China (see EUROPE 12175/19) and the other two being anti-subsidy investigations, also on Chinese bicycles as well as on Argentine biodiesel (see EUROPE 12189/22). The anti-dumping investigation on solar glass originating from Malaysia did not conclude that measures should be imposed on these products.
By the end of this first quarter of 2019, the EU had also put in place three safeguarding measures on erga omnes steel products (see EUROPE 12185/4) and on indica rice from Cambodia and Myanmar (see EUROPE 12237/35).
38 investigations were still ongoing as of 31 March 2019, including three new cases – anti-dumping investigations on steel road wheels from China and on glass fibre fabrics from China and Egypt. The document from the Commission also notes the initiation of an anti-circumvention investigation on Chinese ceramic cookware (see EUROPE 12023/19).
At the end of these three months, 93 anti-dumping measures and 14 countervailing measures were in force.
Reviews. Two reviews relating to the expiry of measures were concluded, leading to the confirmation of tariff duties imposed on imports of certain aluminium radiators originating from China (see EUROPE 12174/28) and on chamois leather, also from China.
Four interim reviews relating to steel products from China and Thailand resulted in an amendment to the duties imposed. Only one review was initiated during the period and that was on Indian PET (polyethylene terephthalate).
Among the commitments in force, one is underway regarding Argentine biodiesel and the other on Chinese citric acid (see EUROPE 9779/28).
