EU Council Foreign Affairs Council. *Development. - Orientation debate on the four proposed axes of the Africa-Europe Alliance for Sustainable Investment and Employment project. - Progress report on the future financial architecture for post-2020 development (new single instrument for neighbourhood and development of international cooperation in the new multiannual financial framework 2021-2027) - Debate on gender equality with Nobel Peace Prize laureates Nadia Murad and Dr. Denis Mukwege and adoption of conclusions on the implementation of the EU Action Plan on Gender Equality. - Adoption of conclusions on food security, education in emergencies, the revised results framework for development and international cooperation. - Status of EU/ACP negotiations on the agreement that will replace the Cotonou Agreement. - Miscellaneous: discussion in preparation for a conference on Jordan to be held in London in February 2019.

EU Council Education, Youth, Culture and Sport Council (and 27/11). *Youth: - Debate on the proposal for a regulation on the European Solidarity Corps for the period 2021-2027 for partial general guidance for negotiations with the European Parliament. - Conclusions on youth work for migrants and refugees and resolution on the EU youth strategy for the period 2019-2027. *Education: - Partial general orientation on a proposal for a regulation on the Erasmus programme. - Recommendation for the automatic mutual recognition of higher and secondary education diplomas and learning outcomes abroad. - Orientation debate on the creation of a European Education Area by 2025. - Progress of work on the new 'Creative Europe' programme for the period 2021-2027. - Debate on ways to stop the development of misinformation (fake and misinformed news).

Commission activities (through 29/11). - ECON: Discussion with ECB President Mario Draghi on EMU reform and monetary policy perspectives. - TAXE3-ECON: public hearing on the theme "Cum-Ex scandal: financial crime and the loopholes in the current legal framework". - AFET: Discussion with Colombian Foreign Minister Carlos Holmes Trujillo on the peace process in Colombia and the situation in Venezuela. - CONT: hearing with the European Parliament Secretary General, the European Parliament Vice-President and the Internal Auditor in the context of the 2017 discharge procedure (further hearings on the same subject will be held on 27/11).
  • Luxembourg. * General Court of the EU: #Judgment T-458/17 (Schindler and Others v Council - may British citizens established in Member States other than the United Kingdom seek the annulment of the Council decision authorising the opening of negotiations with the United Kingdom under Brexit?)

EU Council Education, Youth, Culture and Sport Council. *Culture: - Adoption of conclusions on the 2019-2022 work plan for culture and on strengthening European content in the digital economy. *Sport: - Debate on major sporting events as drivers of innovation with the UEFA General Manager. - Adoption of conclusions on the economic dimension of sport and its socio-economic benefits.

Commission activities: - PETI-JURI: Interparliamentary meeting to discuss the broader powers of parliaments and the strengthening of citizens' rights in the implementation and enforcement of EU law. - LIBE: Public hearing on "Electronic evidence in criminal matters". - FISH: discussion on the regulation on the control of fisheries. - TAXE3: Public hearing on "Alleged aggressive tax planning projects in the EU".

  • Buenos Aires. International Summit. G20 Summit (and 01/12). Meeting of G20 leaders, attended by the presidents of the European Council, Donald Tusk, and the European Commission, Jean-Claude Juncker. The main points covered will be: - WTO reform; - trade tensions (EU-US, US-China, etc.); - challenges and consequences of climate change; - digital taxation projects; - UN Migration Pact.
