Notification directive, no negotiating mandate for Austrian Council Presidency

14/11/2018 (Agence Europe)For the second time in a week, the Austrian Presidency of the Council of the European Union has failed to obtain a mandate to make progress in negotiations with the European Parliament on the directive on the notification procedure for services. The interinstitutional meeting scheduled for Thursday 15 November has thus been postponed to an uncertain date. The reason would be Article 7, which concerns the possibility for the Commission to issue an alert to a Member State when a draft national law is not compatible with the Services Directive. This alert suspends the legislative process for a period of three months. This is a possibility that worries about ten Member States. "I think the text will take water, like thee-card", says a diplomatic source. (PH)
