At a conference in Copenhagen on Wednesday 27 June ('Ukraine Reform Conference – A Driver for Change') the international community hailed the reforms conducted by Ukraine over the last year, while calling for these reforms to be continued.
Mogherini joined those offering congratulations, describing the work already carried out by the Ukrainian government as impressive. In her address, she said that "there has been substantial progress over the past year on a number of key reforms", and she added that further reforms were now needed.
She particularly highlighted the fight against corruption, and thus hailed the adoption on 21 June, and ratification on 26 June, of the law creating a High Anti-Corruption Court. "Once the court is fully established, Ukraine will have the possibility to live up to the standards recommended by the Venice Commission. This is important in particular to accompany the transitional phase by allowing the High Anti-Corruption Court to deal also with the existing court cases", she said. In Mogherini's view, the institutions linked to the fight against corruption must be authorised to do their work "independently and efficiently" and must deliver, "including in high-profile cases". She mentioned the example of the PrivatBank case, where more than $5 billion was lost, and she also called for the urgent suspension of the electronic declaration for members of civil society (see EUROPE 12026).
Mogherini said the EU would continue its support to Ukraine. "It is in our European interest to help Ukraine become stronger and more resilient, not only by continuing to work with (Kiev) to address the challenges (with which it is confronted) in the area of security, but also by supporting the reform process", she said.
