Parliament prepares for copyright vote at end of June

The European Parliament is continuing its work to come up with its common position on the ‘copyright’ directive.  The shadow rapporteurs met in Strasbourg on 29 May to discuss a new neighbouring right and fair compensation (11 and 12). 

We understand that they have made marginal changes to the compromise proposals on the table (version 3, dated 16 May) (see EUROPE 12021). In terms of neighbouring rights, they will include press agencies in the definition of press publications likely to benefit from protection (Article 2(4)) and discuss a right that would apply for five years without retroactive effect.  It was also stated that being listed in a search engine should not be considered as fair and proportionate remuneration.  In terms of compensation in the case of limitations or exceptions, the compromise indicates that the proportion reserved for the author and the proportion reserved for the publisher should be established either in national law or through the internal distribution rules of the collective management organisation.

Rapporteur Axel Voss (EPP, Germany) hopes the tricky issue of the value gap (Article 13) can be settled at the meeting of shadow rapporteurs on 31 May.  We are told that a new version of the compromise amendments should be circulating in the meantime.  Other meetings are scheduled on 4 and 7 June to discuss Articles 11, 14a and 3.  (Original version in French by Sophie Petitjean)
