Indecipherability of US statements on Paris Agreement change nothing of EU's momentum

Will it participate or will it not?  The EU does not intend to play in the game of mixed messages on the Paris Agreement.  This is the implicit message expressed by the European Commission at midday on Monday 18 September, following the international ministerial meeting on climate action, which was held in Montreal and co-chaired by Canada, the EU and China (see EUROPE 11863) – and which saw the US authorities deliver contradictory statements over the weekend.
