Brussels, 11/02/2011 (Agence Europe) - Though it is on the plenary session agenda for Wednesday 16 February, the draft report by Véronique Mathieu (EPP, France) on putting in place a single residence and work permit for migrant workers in the EU remains dependent on the decision to be taken by the constitutional affairs committee on Monday evening 14 February on whether the procedure set by the rapporteur is justified. In January, Mathieu elected to concentrate on only two points that have been deadlocked since the plenary session of 16 December and, thus, not to involve the employment committee in final discussions (see EUROPE 10310). The Socialists, furious at this approach, have made repeated appeals to the legal department and referred the matter to the constitutional affairs committee to determine whether Mathieu's course of action could be justified. A source reveals that it is after the decision taken on Monday evening that the group leaders will decide on whether to keep the item on the agenda or to postpone voting. The source said that, until now, the European Parliament legal units have been saying that procedure had not been followed. (S.P./transl.rt)
