Brussels, 23/09/2009 (Agence Europe) - The Commission was not within its rights to try to impose upper limits on the national allocations of greenhouse gas emissions quotas by the Polish and Estonian authorities, according to the Court of First Instance, in a ruling returned on 23 September (cases T-183/07 and T-263/07).
