Brussels, 28/11/2007 (Agence Europe) - The fact that last week the leaders from the six main Bosnia-Herzegovina parties adopted an action plan for implementation of the “Mostar agreement” of 28 October on police reform, which remains a preliminary condition to signing the Stabilisation and Association Agreement with the European Union, is an “encouraging sign” that demonstrates that the debate on this crucial subject “finally appears to be going in the right direction”, declared an EU Special Envoy in his country, Miroslav Lajcak, on Tuesday 27 November at the EP foreign affairs committee. Given the work that still needs doing (transformation of the agreement in principle into a legislative text), Mr Lajcak said that it was “premature” to speculate on a date for the initialling or signing of the SAA. At an economic level, he deplored the fact that the two territorial entities (the Federation of Bosnia and Herzegovina and the Republika Srpska) and the three main ethnic communities (Serbs, Bosnians and Croats) had still not agreed to create a single economic space covering the whole country.
