Commission pursues offensive against failure to comply with telecommunication regulations

Brussels, 14/12/2006 (Agence Europe) - In the context of its crusade against infringements to the Community regulation on telecommunications, the European Commission opened, on 13 December, two new infringement proceedings against Poland. It also sent a reasoned opinion to Slovakia and Latvia. Finally, it decided to take action at the Court of Justice against two Member States (France and Poland) and to close the action initiated against Latvia.

The Commission is to send two letters of formal notice to Poland, one to express its concern about the independence of the national regulatory authority arising from the new legislation of August 2006, and the other because information relating to the location of those calling 112, the single European emergency number, has not been provided.

The Commission also decided to send two reasoned opinions as part of this series of procedures. The latter concern Latvia, for failing to provide information relating to the location of 112 callers, and to Slovakia, for the lack of independence of the national regulatory authority, which constitutes a recurrent complaint since the introduction of new legislation. Also, since confirmation of the establishment in Latvia of a complete telephone information service, the procedure on this question can now be closed.

Finally, the Commission refers France to the Court of Justice regarding the mechanism for designating the universal service - and also Poland on the subject of incorrect transposition of the “Access” directive. (ol)
