IAEA formally sends Iranian nuclear dossier to UN Security Council

Brussels, 09/03/2006 (Agence Europe) - The Board of the International Atomic Energy Agency (IAEA) has finally and officially decided to send the Iranian nuclear dossier to the UN Security Council after two days of lively discussion in Vienna. At one point it looked as though a new Russian-Iranian compromise - denied by Moscow - might be reached allowing Teheran the possibility to enrich uranium on a small scale. The IAEA Board had earlier approved a report by IAEA Director General Mohamed El Baradei, confirming doubts about the purely civilian nature of the Iranian nuclear programme. Although the unity of the permanent members of the Security Council (US, France, UK, Russia and China) seems to hold at this stage, there are obvious differences over the nature of measures that could be taken against Teheran. Washington is reported to be in favour of short term Security Council action, while Beijing and Moscow clearly show their opposition to sanctions that could entail escalation of the crisis. The line adopted by the EU-3 (Germany, France and United Kingdom) seeks to be both firm and progressive, giving preference to the diplomatic approach to strengthen international pressure on Teheran as well as the IAEA authority. A formal session of the Security Council may be held next week. Diplomatic sources cited by Le Monde say the EU-3, in consultation with the United States, is seeking to develop a “firm” text for a presidential declaration of the Security Council calling on Iran to comply with IAEA requests by freezing all its uranium enrichment activities.
