Brussels, 22/09/2005 (Agence Europe) -Although they have the support of 18 members of the Council of Governors of the International Atomic Energy Agency, the EU-3 (Germany, France and the United Kingdom) have decided against the idea of sending the Iranian dossier before the Security Council immediately, preferring to wait until they have unanimity rather than risk dividing the Council of Governors. Russia, China and the non-aligned countries were still opposed to bringing the matter before the Security Council on Thursday morning. In a statement by the Ambassador of Malaysia, Rajhmah Hussein, they conclude that this dossier "should be concluded solely in the context of the IAEA (...), via continued dialogue and negotiations", and stressed the "inalienable right" of any State to civil nuclear power. The EU-3 has put together a new draft resolution, which is to be presented on Thursday afternoon in Vienna. According to diplomats, quoted by various press organisations, this text takes up most of the elements of the first draft in terms of the Iran's "non respect" of its obligations on non-proliferation, but any mention of bringing the matter before the Security Council has been removed. The new resolution calls on the Director-General of the IAEA, Mohamed El Baradei, to report back on Iran to the Council of Governors (which will then send its own report to the Security Council).
