Leinen's warning to Commission

Brussels, 22/09/2005 (Agence Europe) -The European Commission must move the European Constitution Ford, instead of "sending out ambiguous messages to the public" about its fate, says Jo Leinen, president of the constitutional committee of the EP, commenting on a press release about President Barroso's words on Wednesday (see other article and EUROPE 9032). Instead of playing the "lame duck", the European Commission should resume its historic role as a driving force behind the process of integration, he said, adding: "the European Council gave the Commission a special role in the reflection. Up until now, all it has had has been silence". Mr Leinen criticises the Commission for proposing further enlargements to the EU to countries such as Turkey and Croatia on the one hand, and on the other, allowing delays in its deepening. This risks leading to a conflict with the Parliament, which must give its green light to each wave of enlargement "unless the constitutional treaties ratified, this will not happen", warned Mr Leinen.
