Brussels, 08/04/2005 (Agence Europe) - In a statement released on Thursday on Somalia, the Luxembourg presidency on behalf of the EU called on “all parties within and outside of the transitional institutions immediately to cease hostilities and armed confrontation on all fronts and to reopen dialogue, which is the basis for consensus and compromise”. “The EU insists that the involvement of all parties and reconciliation remain the two pillars of the peace process and must be restored immediately since the institutions are transitional in nature and decisions must continue to be based on consensus and compromise. A lack of consensus on important issues such as security and reinstallation can only cause divisions that will compromise the success of the IGAD-led peace conference and will sap the international community's confidence in the transitional institutions that are being set up. In this respect, the constant search for consensus should not be compromised by exaggerated initial conditions or the adoption of inflexible positions. The EU repeats that its willingness to support the transition process is tied to the non-exclusive approach that led to the success of the National Reconciliation Conference in Somalia. The EU calls for the immediate initiation of dialogue between all interested parties within the transitional institutions so that the Council of Ministers and the Parliament can agree on a new global proposal on reinstallation and security, which could include the following: a) revision of the Mogadishu Plan via consultation and including its operational elements in a non-exclusive national plan to reinstall the transitional federal government. It will be crucial to guarantee independent monitoring and checks on progress made at every stage of implementation, including on prospects for disarmament, demobilisation and reintegration into society; b) the conclusions of the 24th session of the IGAD Ministerial Council on Somalia, held on 19 March 2005, on the first phase of EU and IGASOM deployment suggest that this first phase is of sufficient duration and takes account of the methods acceptable to all parties and of the need to train Somali security forces. The EU encourages continued planning coordinated by the AU; c) proposals for temporary headquarters for the transitional institutions until the security situation in the capital is resolved sufficiently, taking account of the concerns of the parties as a whole; d) planning for a ceasefire and disengagement throughout the country.”
