Accession applications from Romania and Bulgaria, Commission's annual strategic report, Spring Summit, security policy, Balkans reconstruction - Space of freedom, security and justice - Fight against malaria, 'flu pandemic - Transport, fish stocks

Brussels, 04/04/2005 (Agence Europe) - At next week's plenary in Strasbourg, the European Parliament is to take position on the accession requests of Romania and Bulgaria (see EUROPE n° 8918) and on the European Commission's annual strategic report (see EUROPE n° 8894). There will also be a debate on the European Spring Summit and the EU's security policy, and on the reconstruction of the Balkans. The Parliament will also hold its annual debate on the space of freedom, security and justice, and will hear statements from the Commission on the fight against malaria and the dangers of a 'flu pandemic. Among the other major dossiers dealt with will be transport policy and the reconstitution of fish stocks. Here is the provisional agenda.

Monday 11 April: -joint discussion of the Markov reports on social legislation for road transport activities (in both cases, codecision, second reading); - Navarro report on short sea shipping; -Hennis-Plasschaert report on improving port security (codecision, first reading); -questions of the president of the committee on liberties Cavada to the European Commission and the Council as part of the annual debate on the space of freedom, security and justice; - Peillon report on making it easier for researchers from third countries to be allowed into the EU (codecision, first reading); Buitenweg report on various procedural rights to be granted under EU criminal proceedings (consultation); -Diaz de Mera Garcia report on the initiative by France, Germany, Italy and the United Kingdom to designate Europol as a central office to stamp out euro forgeries (consultation); Demetriou report on the institution of the European police college as an EU body (consultation).

Tuesday 12 April: -joint discussion of the Wynn, Jukneviciene, Stubb, Ayala Sender/Schlyter and Xenogiannakopoulos reports on the discharge of the 2003 budget execution in European institutions and agencies; -Mitchell report on the funding of development cooperation (codecision, first reading); -Kinnock report on the EU's role in achieving the Millennium development objectives; -statement by the Commission on the fight against malaria; -Pittella report on the Commission's annual strategic report; -verbal question from the president of the regional committee Galeote Quecedo on the new challenges for the regional policy; -Rothe report on energy efficiency (codecision, first reading); -Ries report on eco-design requirements for products which consume large amounts of energy (codecision, second reading); -joint discussion (at 3pm) of the Van Orden and Moscovici reports on the accession applications of Bulgaria and Romania (assent) and the Dührkop Dührkop report on the financial implications of these accessions; -Commission communication on the day's decisions.

Wednesday 13 April: -statements by the Council and Commission on the European Council of 22 and 23 March; -statements by the Council and Commission on the reconstruction of the Balkans; joint discussion of the annual report of President Brok of the committee on foreign affairs on the external and security policy and of the Kuhne report on the implementation of the European security strategy; -Hassi report on the sulphur content of marine fuels (codecision, second reading); -Florenz report on the sales and use of toluene and trichlorobenzene (codecision, first reading); -joint discussion of the Krahmer and Hadkvist Petersen report on the re-use and recycling of motor vehicles and the use of frontal protection systems on motor vehicles.

Thursday 14 April: verbal questions from president Sifunakis of the committee on culture and education on drugs in sport and cultural diversity; -joint discussion of the Miguelez Rams and Morillon reports (the latter is the president of the committee on fisheries) on the reconstitution of southern hake and Norway lobster stocks in the Cantabrian sea and on the western Iberian peninsula and sole stocks in the western Channel and the Gulf of Gascony; -statement by the Commission on the global threat of an influenza pandemic; -debates on incidences of violations of human rights, democracy and the rule of law.
