Brussels, 20/10/2004 (Agence Europe) - On Wednesday, the European Commission approved eight national plans to allocate greenhouse gas emissions quotas, notified by the Member States under directive 2003/87/EC, which will bring in a Community system for trade in greenhouse gas emission rights, starting with CO2, on 1 January 2005.
