Brussels, 08/09/2004 (Agence Europe) - According to the press agency EFE, CFSP High Representative, Javier Solana, declared in a speech on Monday to a conference of Spanish ambassadors that "one thing that can be done" with regard to the tragedy in Beslan in Ossetia, is to "condemn the leaders of it who are the terrorists". At the same time, Mr Solana was keen to reaffirm that, "the fight against terrorism is a battle where there won't be a military victory". This fight, he insisted, had to be based on "trust between countries that think in the same way" and on "the exchange of information and intelligence". The Secretary General of the EU pointed out that currently, "under my responsibility, there is a European intelligence service capable of collectively analysing themes related to terrorism and it is doing it is doing it in an efficient way". EFE also reported that Mr Solana had underlined that this fight did not only involve ministers of the interior but also foreign affairs ministers, as it concerned an international phenomenon, which had to be managed at an international level. In relation to Islamic terrorism, he repeated that "we have to be able to fight against the causes with the same intensity that we fight against its symptoms" and begin a serious dialogue with groups "with whom we'd be able to talk".
