Brussels, 26/02/2004 (Agence Europe) - "Too little, too late". This was how Per Gahrton (Greens/EFA, Sweden) described the EU's approach to the Southern Caucasus. On Thursday, he presented his report on this region to the plenary. The countries concerned however - Georgia, Armenia, Azerbaijan - are all members of the OSCE, the rapporteur exclaimed, deploring the fact that the EU Council "does not even wish to include them in Union neighbourhood policy".
