Cowen recommends discretion rather than "megaphone diplomacy" when seeking to reactivate work of the IGC

Dublin, 07/01/2004 (Agence Europe) - The Irish EU Presidency is to begin consultation with a view to continuing the work of the IGC in the greatest discretion and with the certainty that, at this difficult stage in the process just a few weeks after the failure of the Brussels Summit, it will above all be necessary to "listen and understand" the positions of the different member and acceding countries.
