Brussels, 12/12/2003 (Agence Europe) - The agreement seeking to implement the Energy Charter's Transit Protocol, for which the objective is to set up binding rules at an international level for the transit of energy (gas and oil) across borders, was not signed on Wednesday by the 51 governments involved in the negotiations during the Energy Charter conference in Brussels. This missed opportunity was due to different issues that remain unresolved between the EU and Russia.
