Brussels, 06/11/2003 (Agence Europe) - In the context of the seminar organised on Wednesday evening by the "Comitato per l'Ulivo" on the theme "What government does Europe need?", the state of progress of the work of the IGC on the Constitution for Europe was very strongly criticised.
