Brussels, 06/11/2003 (Agence Europe) - As expected, the JHA Council reached a political agreement on organising common deportation flights for illegal immigrants (EUROPE 31 October p 7). This draft is accompanied by a detailed annex on the ways for cooperation, preparation of flights to the arrival in the third country. The annex, which is not binding, outlines in particular, the possible use of force. It Laos explains that the escort personnel will be able to sue force but should not be armed and will have to stick to a list of coercion measures that can be decided on by participating Member States beforehand. The use of force will have to be appropriate and expulsions should not be carried out "at any price". The Council also carried at a political agreement on the costs for deportations carried out by a Member State at the request of another.
