EU foreign and security policy: European Parliament demands

By adopting a resolution on 23 October in Strasbourg by the President of the foreign affairs committee, Elmar Brok, the European Parliament has made a specific appeal for a European "multilateral headquarters" capable of intervening in situations where the Union does not call on NATO capability for ESDP operations (EUROPE 17 October, p 9 and 24 October p 5). We will be publishing the whole of the resolution in EUROPE/Documents.
