16/10/2003 (Agence Europe) - Professor Panayiotis Ioakimidis, former alternate member of the European Convention, has published a short study entitled "European Constitution and Federalism", in which he attempts to demonstrate to what extent the Constitutional Treaty is furthering federalism in Europe. According to his analysis, the Convention's draft apparently contains ten measures which go towards federalism: - single legal entity; - the inclusion of the Charter of Fundamental Rights; - extension of qualified majority voting; - strengthening the powers of the European Parliament; - the election of the President of the Commission by the EP; - the post of European Foreign Minister; - the rationalisation of legal instruments; - the description of the values and objectives of the Union; - the consolidation of the principle of subsidiarity; - the very principle of having a Constitution.
