Thessaloniki Summit defines minimum agreement on creation of safe havens for refugees proposed by British, and on cost sharing

Porto Carras, 20/06/2003 (Agence Europe) - British proposals concerning the processing of asylum requests outside Union borders took up most of the discussion on asylum and immigration policy at the European Council on Thursday evening. The idea of creating "transit centres" where demands for asylum would be processed, or even "pilot projects" for "safe havens" for refugees in high risk regions, still give rise to as much reticence, especially on the Swedish and German sides.
